stop system-users being added with gpuser that belong to build.

gpstage two outputs original build users to /opt/gridpane/build.passwd.users

gpuser will check for that... if it doesn't exist, ie existing server, it will create that file based on /etc/passwd from all 4 api builds, mostly matchup, but do-agent and ubuntu users from do and aws.

Did within control flow as opposed to beginning of file, to match up api endpoint when phoning home.
